माओवादीद्वारा जबर्जस्ती कर असुली कार्य जारी


माओवादीहरूले पार्टीलाई कर नतिरेको भन्दै नवलपरासी जिल्लामा संचालित दुई ठूला उद्योगहरूबाट उत्पादित वस्तुहरूको निकासीमा लगाएका रोक एकदिन पछि खुला गरिदिएका छन्।
 

दुम्कौलीस्थित चौधरी ग्रुपको चाउचाउ र बीयर तथा गोर्खा ब्रुअरीका उत्पादनलाई बिहिवार माओवादीहरूले बजारमा लैजान रोक लगाएका थिए।

कारखानाको मूलढोका अगाडि धर्ना दिएका माओवादीहरू त्यहांबाट हिंडेपनि कर नतिरेमा पुन: रोक लगाउने चेतावनी उनीहरूले दिएका छन्।

माओवादीहरूका त्यस्ता गतिविधिहरूप्रति सर्वत्र चिन्ता व्यक्त गरिंदै आएतापनि उनीहरूले कर तथा चन्दाको नाममा आफ्ना क्रियाकलापहरू भने अगाडि बढाइरहेका छन्।

माओवादीका नवलपरासी जिल्ला इन्चार्ज टंकमणिले आफ्नो सत्ताको "करको दायरामा" आउन अटेर गरेपछि ती उद्योगको निकासीमा रोक लगाइएको बीबीसीलाई बताए।

उनले भने,"हाम्रो जनसत्ताको परिधि भित्र र एउटा प्रकृयामा ल्याउन कोशिश गरिरा'छौं। उनीहरूले पनि अहिले दुइ चार दिन भित्रमै हामी एउटा प्रकृयामा आउंछौं त्यतिन्जेलसम्म थोरै समय दिनुप-यो भनेर माग गरेको कारणले गर्दा हामीले छोडिदिएको हो।"

उनले राजनीतिक समस्या समाधान नभएसम्म यो प्रकृया नरोकिने पनि बताए। उनले भने, "यहां दुइटा सत्ता छ भन्ने सबैले बुझेकै कुरो ह�

Ambassador Moriarty meets PM Koirala

American ambassador to Nepal James F. Moriarty called on Prime Minister Girija Prasad Koirala at the latter's residence in Baluwatar on Friday and discussed the latest political developments in Nepal.

According to sources, the meeting was focused on the ongoing peace talks between the ruling seven party alliance and the Maoists, latest political developments of the country and Maoist arms management.

America has been expressing sharp views regarding the Maoist arms management, stressing that the rebels should be fully disarmed before they join an interim government.

Radio reports quoted Koirala's political advisor Sushil Chalise as saying that Moriarty briefed Koirala about his consultations with Indian officials about the Nepal situation.

Talking to a select group of Indian journalists and intellectuals in New Delhi on Monday, Moriarty had said that the claim of the Maoists that they had wide public support is not a fact. "Maoists would get a very few votes if elections are held in the present context," he said.

Moriarty had held consultations with Prime Minister Koirala and other leaders of the political parties before his Delhi tour.

Series of diplomatic meetings have been taking place in recent times to discuss Nepal's ongoing peace process.

Meanwhile, the high-level mission of the International Commission of Jurists (ICJ) led by ICJ Secretary-General Nicholas Howen also met with Prime Minister Girija Prasad Koirala today.

During the meeting, the mission members urged the Prime Minister to improve rule of law in the country.

The mission also asked the Prime Minister not to politicize the National Human Rights Commission, the national rights watchdog

Nepal Police set to introduce Kathmandu Metropolitan Police

In a bid to reduce crime in the city, the Nepal Police is all set to start Kathmandu Metropolitan Police (KMP) in three districts of the valley from November 17.
Speaking at a press conference organized to inform about the new Police force at the Police Headquarters, Inspector General of Police, Om Bikram Rana informed that the KMP will be headed by a Police Commissioner (PC) with the rank of Additional Inspector General of Police.
There will be an Additional Police Commissioner as deputy to the PC. A separate Metropolitan Rural Police will be formed under the KMP to look after suburbs of three districts.
There will be nine separate divisions each under the command of Senior Superintendent of Police (SSP). The divisions include Peace and Security, Administration, Human Resource Management, Intelligence, Special Security, Traffic Management, Investigation, Technical Support and License Issuing Divisions.
Rana further informed that the KMP will be introduced in five phases and the first phase will be introduced on November 17.
Stating that it will be mandatory for a police under KMP to be at least SLC graduate, Police Chief Rana said, "The focus of KMP would be crime investigation, crime control and public order in the first phase of programme."
As per the press release distributed on the occasion, there will be three tiers of police officers including Range, Circle and Sector offices under Kathmandu Metropolitan Police.
There will be 10 Metropolitan Police Circles and 70 Metropolitan Police Sections headed by a Deputy Superintendent of Police and Police Inspector respectively.
A new control room equipped with Global Positioning System (GPS), Geographical Information System (GIS), Closed Circuit Television (CCTV) and Digital Voice Logger (DVL) will be installed.
There will be 70 control room vehicles — 50 in Kathmandu, 10 in Lalitpur and 10 in Bhaktapur — under the control room.
Altogether 5,340 police personnel are currently deputed in three districts in the valley. According to Police, a total of 13,752 police personnel would be deputed in Kathmandu valley under the KMP.
The police headquarters has sought a number of semi-judicial authorities, including authorities to impose curfews, fix places for rallies or to ban them, authorities related to registration of press and issue licences to produce films or censor films and authorities to issue driving licences, among other things, to probe immigration-related crimes and authorities to issue licence to keep arms.
“We have asked the government to grant us these authorities. It is still in the womb as to what powers the authorities provide to the commissioner,” Rana added.

माओवादीले हतियारमोह त्याग्नुपर्ने

विभिन्न राजनीतिक दलका नेताहरूले शान्तिवार्तालाई टुङ्गोमा पुर्‍याउनका लागि माओवादीले हतियारमोह त्याग्नर्ुपर्ने बताएका छन् । सोमबार राजधानीमा आयोजित एक कार्यक्रममा उनीहरूले जतिसक्दो छिटो शिखरवार्तालाई निष्कर्षा नपुर्‍याइए वार्ताविरोधी चलखेल सुरु हुने आशङ्का व्यक्त गरे ।

नेपाली काङ्ग्रेसका केन्द्रीय सदस्य अर्जुननरसिंह केसीले हतियार व्यवस्थापनलाई प्राथमिकतामा राखी शान्तिवार्ता अगाडि बढिरहेको दाबी गर्नुभयो । "माओवादीको हतियार र लडाकुलाई पृथकीकरण गर्नुपर्नेमा काङ्ग्रेस अडिग छ"- उहाँले भन्नुभयो ।

PM Koirala, UML general secretary discuss ongoing peace process

Prime Minister Girija Prasad Koirala and CPN-UML general secretary Madhav Kumar Nepal held discussion about the ongoing peace process and other political issues, Monday.
According to UML sources, the two hour long meeting held at the Prime Minister’s official residence in Baluwatar, mainly concentrated on the issues of Maoist arms management, fate of monarchy in new Nepal and election of the constituent assembly among others.
The duo also discussed the issues that are yet to be resolved in the summit level meetings between the ruling seven party alliance and the Maoists.
The top leaders of the two largest parties of the seven party alliance also agreed to find consensus in the issues of arms management, fate of monarchy and election of the constituent assembly among the ruling seven party alliance and call the summit level meeting of the eight political parties to finalize it.

Prime Minister Koirala also informed Madhav Kumar Nepal about his meeting with Maoist supremo Prachanda held on Sunday.
The CPN-UML has been saying that referendum should be held to decide the fate of monarchy, while the NC is saying that election of the constituent assembly is the best option for it.
General Secretary of Nepali Congress Ram Chandra Poudel, Home Minister Krishna Prasad Sitaula and UML leader Jhal Nath Khanal were also present on the occasion.
Meanwhile, Maoist supremo Prachanda held meeting with Chairman of Nepal Workers and Peasant Party Narayan Man Bijukchhe on Monday.
According to reports, Maoist supremo has outlined the need of finding common point of understanding among the leftist political parties in the issue of monarchy.
The duo discussed about the current political situation and ongoing summit level meeting between the ruling seven party alliance and Maoists.
The four round of talks was postponed indefinitely after the ruling seven party alliance and Maoists failed to find consensus in the issues of Maoist arms management and fate of monarchy.
